September 22, 2011 C- 1981 - 041 /Roadside Portals MPB <br />approved permanent channel were inspected. SCC has submitted TR -62 for revising the permit boundary, and <br />proposing changes to the hydrologic monitoring and reclamation plans as a result of the recent Phase III bond <br />releases SL -5, 6, and 7. As part of this revision application SCC is requesting approval to retain specific diversion <br />ditches located at the North Decline as permanent features. These include the West Diversion Ditch No. 1 and the <br />East Diversion Ditches No. 1 and 2. These ditches were inspected and all were found to be in good condition and <br />well vegetated. The Division concurs with leaving the West and East Diversions in place as permanent features <br />since they are stable and rarely convey any significant amounts of water. Removing the ditches would create <br />significant new disturbances that are unwarranted. The landowner also agrees with retaining these ditches and has <br />requested in writing that they remain in place. Portions of the East and West Diversion Ditches are shown in <br />Photographs 4 and 5. The existing approved permanent ditch is shown in Photograph No. 6. <br />At the North Decline reclaimed area, the mine discharge site (0 16) was viewed. The discharge from the mine was <br />flowing at approximately 300 gpm. <br />At the UTL loop area, we gained access to the outfall of Jerry Creek in Main Canyon just above the confluence <br />with the Colorado River. This is the location of monitoring site SWGS -08 a concrete flume and culvert (see <br />Photograph No. 7). SCC is proposing with TR -62 to discontinue monitoring at this location. Monitoring the flow <br />of Jerry Creek at SWGS -08 was started in 1995. It has been over twelve years since any mining has been <br />conducted under Jerry Creek. All acreages and disturbances associated with this monitoring site have been bond <br />released and the intermittent flow of Jerry Creek has not been adversely impacted by mining activities, the <br />Division concurs with removing SWGS -08 from the approved monitoring plan. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were dry and in good condition. Road ditches and road culverts were generally well maintained throughout <br />the various mine site locations and support facility areas. All areas of the site were accessible. <br />SUPPORT FACILITIES - Rule 4.04: <br />At the South Portal area, we inspected the Roadside South Refuse Disposal Area. The refuse pile was stable, well <br />vegetated and maintained. The facilities area (former shop and warehouse) and perimeter locations at the South <br />Portal were well maintained.
