CD Application Technical Comments #1 September 9, 2011
Western Gravel Disposal Facility Page 5
from CDPHE Guidance document and check/revise Table 7, which appears to be a combination of MQA and
CQA for different products (see CDPHE Guidance document). For Piping MQA see the CDPHE Guidance.
43. Appendix H Survey Control – Add final cell as -built for top of primary liner. For the final construction
report: #6 should include seam testing; #8 should include all CQA testing conducted by the CQA engineer on
synthetic materials; #9 add Quality Assurance after "manufacturer"; #10 add sealed by a Professional Land
Surveyor licensed in Colorado.
44. Appendix I Stormwater – Please revise the presentation to clarify the location of the 43 acre area (provide
map) used in the run -on calculations and of the 3.4 acre area used in run -off channel and pond 1 design. Cell
A is approximately 4.1 acres. It is unclear if the drainage area used for the Pond 1 capacity included the
future west cell or the areas outside of the two cells but north of the road. The run -off volume from Cell A is
0.7 ac -ft but Pond 1 is designed for 1.2 ac -ft plus 2 feet for freeboard. Provide (or check accuracy of) the
minimum depths for the channels as presented on Figures 9C and 9D.
The Division is hopeful that all of the Division comments, verbal and written, will be considered in revising the
Application. Additional less formal and somewhat less technical comments were provided in an email dated
August 29, 2011 and another email September 9, 2011. Please continue to contact the Division with any questions
or concerns. In preparing the revised Application, any significant deviations from the proposed engineering design
and operations contained in the March 2011 Application should be identified in the cover letter so that our review
of the revised document can be more'efficient. Once the revised Application is received and reviewed the Division
will publish a public notice in local newspapers and a 30 -day written public comment period will follow. The
Division's final recommendation to the County will not be made until we have reviewed the public comments.
Also the Division may request additional information in order to clarify aspects of the revised Application before
completing the technical evaluation.
In closing, the Division is authorized to bill $125/hr for review of technical submittals pursuant to Section 1.7 of the
Regulations. The fee ceiling is $35,000 for review of the Application, which can include time for the completeness
review, the technical review and for associated meetings and other communications. An invoice for the Division's
review of the document will be transmitted to you under separate cover. Please contact Robert Peterson at 970-
248 -7151 if you have questions regarding this correspondence.
Sincerely,
" VAAD-tia — j
Robert Peterson, Environmental Protection Specialist
Solid Waste and Materials Management Program
Hazardous Materials and Waste Management Division
cc: Rio Blanco Co BOCC
J.
