The Division has completed a preliminary adequacy review of the permit revision (PR 6)
submitted by Seneca Coal Company (SCC) for the Seneca II -W Mine. The revision proposes
removal of the Tie - Across Haul Road (TAHR) from the Seneca II -W Mine permit area; the road
will become part of the Hayden Gulch Loadout (Permit No. C- 1992 -081) permit area. We have
the following comments and questions regarding the submittal.
1. The acreage information provided on the application form submitted with the revision
materials appears to be in error. The form indicates there will be a decrease in
permitted acreage of 214.7 acres, with corresponding decreases in state (56.1 acres)
and private (158.6) acreage. Appendix 3 -1 of the currently approved permit application
package includes a legal description for the TAHR that shows that the total acreage is
214.5 acres, of which 55.7 acres are state owned. Please verify which acreage is
correct, and revise the application form if necessary.
2. For all deleted exhibits, permit pages, and permit sections, SCC needs to include a
page that indicates that the item has been intentionally deleted.
