Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
✓`P
Division of nation,
We have received your March 4, 2011 request for renewal and amendment of the Rich
Pit substitute water supply plan on behalf of Lafarge West, Inc (Lafarge). The required $257
fee has been paid (receipt number 3649325 dated March 4, 2011).
The Rich Pit has been inactive since 2001 and will remain inactive during this plan year.
Ponds created from previous mining activities under this plan cause stream depletions during
the inactive period due to evaporation. This renewal covers pond evaporation from the Active
Pit (16.7 exposed acres) and the Unused Wash Pond (0.5 acres), as well as the pumping of a
sanitary/miscellaneous well. Permit No. 45995 -F (Well ID 1406466) was issued for the pit for
exposure of groundwater, dust suppression, product retention, and concrete batching. A well,
Permit No. 66042 -F (well ID 1405128), is used for sanitary and miscellaneous purposes.
During this plan year, the site excavations may expose a maximum total of 17.2 acres of
ground water. You have submitted an analysis that shows the calculated evaporation, effective
precipitation, and resultant net replacement obligation in the attached Tables 1 and 2. You have
also performed a depletion analysis based upon the net replacement obligation and the aquifer
characteristics to show the lagged depletion schedule to the Arkansas River, as presented in
that attached Table 3. The total lagged depletions for this plan year are estimated to be 59.13
acre -feet (56.4 acre -feet from the Active Pit, 1.73 acre -feet from the Unused Wash Pond, and 1
