September 14,2011 C-1994-082/Yoast Mine SLB <br /> RE VEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> Weed management-The 2003 shrub clump in the north pit had been retopsoiled and graded to eliminate <br /> the heavy weeds in the area. Care was taken to avoid the established shrubs. The operator should monitor this <br /> area and spray any weeds that emerge again. <br /> The 2010 shrub plot at the base of the north pit area(adjacent to Haul Road A) and the clump at the inlet of Pond <br /> 012 both looked good. Several of the newly planted shrubs and trees were leafed out and looked very healthy. <br /> The operator indicated that more shrubs and trees were scheduled to be planted yet this fall. <br /> SLIDES and DAMAGE-Rule 4.12: <br /> The scarp of the Neck Pit slide had been graded to a more stable and safe configuration, as had the scarp <br /> of the Pond 013 slide. Toe drains were being excavated in the Neck Pit slide area. The operator reported that toe <br /> grading of the Pond 013 slide to clear the affected postmining drainage channels had been complete,but this was <br /> not field inspected due to heavy rains the second morning of the inspection. <br /> The Pond 012 slide repair was complete with the exception of hydroseeding along the regraded slide face,which <br /> the Division recommended delaying until next year in the event that the slope is not yet stabilized. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection, nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 6 <br />
