Niemela <br />Laurel E Stadjnhar <br />We are writing to request a renewal of a consolidated Substitute Water Supply Plan (SWSP) on behalf of <br />our client Valco, Inc. (Valco) for their aggregate operations in the Arkansas River basin (Water Division <br />2). Valco has stopped or is in the process of stopping gravel mining operations at the three pits included <br />in this SWSP renewal request and is preparing to sell the pits. If a sale is not possible at this time, Valco <br />will need to include the pits in a permanent augmentation plan. Because these processes can takes some <br />time, Valco requests an SWSP renewal during this transition phase for a two year period from June 1, <br />2011 through May 31, 2013 (SWSP renewal period). <br />Background <br />Valco operates the following aggregate pits in the Arkansas River basin: <br />1. Canon City East Pit, located in Sec.1, T19S, R7OW (DMG Permit No. M -77 -559) <br />2. Rocky Ford East Pit, located in Sec.21, T23S, R56W (DMG Permit No. M -77 -560) <br />3. Lamar East Pit, located in Sec.29, T22S, R46W (DMG Permit No. M -77 -572) <br />In addition, two alluvial water wells which provide water for batch plant uses under Well Permit Nos. <br />22830 -F and 10525 -F are located at the Canon City East Pit and the Rocky Ford East Pit, respectively. <br />The three mining sites along with the two alluvial water wells have operated under a consolidated SWSP <br />for several years. The most recent SWSP renewal request was approved September 24, 2009 for <br />operations from June 1, 2009 through May 31, 2011. <br />Review of June 2009 through May 2011 Operations <br />From June 2009 through May 2011, all operational and evaporative depletions were fully replaced. The <br />depletions . included all aggregate operational depletions and evaporation depletions due to exposed <br />ground water surface areas. The total exposed water surfar.e was redlined to reflect pre -1981 exposed <br />water surface credits pursuant to SB 89 -120. We believe that all of the 2009 SWSP terms and conditions <br />of approval have been met to the satisfaction of the Division Office. <br />333 \Vesr 1 xien Avenue.
