completed." Please provide the location of these roads in the reclamation plan map
Exhibit "F" clearly labeling the roads to be left in place post mining.
3) Under processing, the operator states, "Pit run sand and gravel will be transported from
the dewatered pit area by loader truck and conveyor system to the plant material
stockpile ". If the operator selects a conveyor system to transport the processed material
to the plant stockpile area, the size and length and all associated infrastructures for the
conveyance of the material will need to be provided as part of a Technical Revision
submittal. The Division will require a financial warranty for the removal and proper
disposal of such structures.
4) Under drainage and dewatering conveyance structures, the operator states, "Diversion
ditches and berms will be used if necessary to ensure the runoff from disturbed area will
be controlled in this manner ". When and if these structures are constructed to control a
storm water runoff, the Division will need to be provided with a typical design, size,
parameters used for the design and location of each structure. There is a god possibility
additional reclamation warranty could be required to remove these structures. These
structures must be properly identified in both the mining and reclamation plan maps.
Exhibit "E" Reclamation Plan 6.4.5
The proposed post mining land use is Tined water storage. This will consist of approximately 210
acres of ponds and 94 acres of revegetated land including pond slopes and backfilled areas.
1) Is the reference to a lined storage, the slurry wall or the pit floors are also going to be
lined with compacted clay? Please explain
2) Under reclamation materials, the operator states, "One foot of topsoil will be removed
and stockpiled until an amount adequate to implement the reclamation plan has been
recovered. After an adequate amount has been recovered, topsoil will be treated as
overburden. Some topsoil maybe sold off -site. The total amount of topsoil needed for
the final reclamation is 257,000 cubic yards ". The Division normally recommends all
available topsoil to be salvaged. The total amount of area to be revegetated is only 94
acres of the total affected acres for the proposed operation, with a minimum of 12
inches of topsoil over the 94 acres. The Division will need the commitment from the
operator that a total of 257,000 cubic yards of topsoil will be salvaged prior to any
quantity being sold as fill material. Please also identify the location of the topsoil
stockpile in the reclamation plan map.
Exhibit "G" Water Information 6.4.7
Under surface water, the operator states, "Surface water features on the property are several
ponds resulting from previous mining operations (i.e. settling ponds, dewatering ponds). The
Arkansas River is the southern boundary of the permitted property and in order to protect the
river and adjacent riparian vegetation, no disturbance will occur within 300 feet of the north
bank of the river. The excelsior ditch (irrigation ditch) flows West to East approximately 3,300
feet north of the north most permit boundary. The proposed operation will not affect the ditch
in any way. Chico Creek, a small ephemeral drainage approximately 4,400 feet east of the east
most properly line. The proposed operation will not affect the drainage ".
