CC: <br />INTEROFFICE MEMORANDUM <br />TO NORTHFIELD LE C2 06 -085; AND NORTHFIELD EXPLORATION X2005- 226 -00 <br />FROM: JANET BI <br />SUBJECT: TELEPHONE ANGELA BELLANTONI, EAI <br />DATE: 9/14/2011 <br />I spoke with Angela Bellantoni, of EAI, today regarding Additional holes that Northfield <br />Partners are proposing to drill for further evaluation of a boxcut for construction of a face up for a <br />highwall mining operation, as a part of the Northfield Mine operation. <br />Angela inquired if additional holes needed to be submitted as a new NOI application or could <br />the proposed holes be submitted as an amendment to the existing NOI? I had pulled put the <br />existing NOI file. The Division maintains 2 bonds for 6 holes drilled under this NOI, in the amount <br />of $18,698.00. Northfield Partners provided 180 -day reports documenting that the holes were <br />sealed, but there was no evidence that Northfield Partners had applied for bond release on any of the <br />holes. Based on the NOI file (X2005- 226 -00) it appears that the proposal for additional exploration <br />drill holes could be submitted as an amendment to the existing NOI. <br />I made sure that Angela understood that we could not apply to current bond allotted to the <br />sealed holes (NF -01, NF -01B, NF -02B, NF -03, and NF -03B), and that a bond release is needed in <br />order to return the bond money for currently permitted, and reclaimed, boreholes. If Northfield <br />Partners proposes to utili>e the existing roads, they would not be required to furnish additional <br />reclamation bond for those already bonded roadways. If any new roads or pads are proposed for <br />construction, the reclamation bond would need to reflect an adequate amount for their reclamation. <br />I suggested that Angela may wish to talk with Kent Gorham, prior to submitting an NOI <br />amendment. Angela believes that a total of 11 holes may be proposed. She was sure about 8 holes, <br />and thought three holes may be added. I indicated that the initial amendment could be for 8 holes, <br />then, if NP chooses to add additional holes, add those to the NOI with an additional amendment. <br />She thought she would talk to Kent prior to submitting an amendment to the existing NOI. <br />
