Trapper Mine, Trapper Mining Inc. <br />Colorado Division of Reclamation, Mining, and Safety (DRMS) Permit No. CO1981 -010 <br />Phase II Bond Release Inspection SL12 <br />August 30, 2011 <br />Participants: Rob Zuber, DRMS <br />Elizabeth Shaeffer, OSM, Badge #377 <br />Jennifer Maiolo, Bureau of Land Management <br />Lane Osborn, Colorado Board of Land Commissioners <br />Graham Roberts, Trapper Mining Company. <br />Weather Conditions: Mid 70's, partly cloudy <br />Background: <br />By letter dated September 30, 2011, Trapper Mining Inc. (Trapper), permittee for the Trapper <br />Mine, applied for Phase II bond release for approximately 174 acres of lands in the Ashmore (A), <br />East Flintlock (Z), and Flintlock (F) Pits that were regarded, retopsoiled, and reseeded in <br />accordance with the approved permit in 2005 and 2006. <br />These areas were sampled during 2010 to determine vegetation establishment success. The <br />purpose of the sampling was to determine if these reclaimed pits were ready for Phase II bond <br />release. In its Bond Release Application Package, Trapper explained their vegetation sampling <br />methods and results. Trapper concluded that they met or exceeded the requirements specified in <br />their permit, and applied for Phase II bond release (SL12). <br />Trapper also included topsoil replacement depth data in the bond release application (Table 1.3 -1 <br />and Appendix 2.1) which depicts that there are adequate topsoil depths in the portions of Pits A, <br />Z, and F that are included in this bond release application. <br />Additionally, the mine included a sediment control demonstration and gave figures using the <br />Universal Soil Loss Equation to assess the Phase II sediment control criteria for the reclaimed <br />land parcels identified in SL12. They also used SEDCAD 4 evaluations to determine that the <br />existing condition of the reclaimed parcels results in "equivalent or lesser sediment contributions <br />to surface runoff when compared with pre - mining levels as determined by baseline data." <br />Trapper is not requesting a reduction to its bond. <br />Inspection: <br />The group met at the Trapper Mine Office Approximately 6 miles south of Craig, CO. Mr. <br />Roberts briefed us on the parcels that were included in SL12. We all drove in Mr. Roberts work <br />vehicle. <br />
