Mr. Berhan Keffelew <br />September 9, 2011 <br />Page 2 <br />Exhibit "L" Reclamation Cost, Rule 6.4.12 <br />GCC <br />Rio Grande <br />Pueblo Plant <br />Attachment 2 is a copy of a letter from the State Land Board dated December 10, 2010 in which <br />the Board states that it will not require GCC to remove the portions of the entrance road and rail <br />spur that are on land leased from the State. For clarification, the bridge is located on land owned <br />by GCC. <br />2) Please provide a typical design of [the sloping drop structures] with the design <br />parameters. Are these structures going to be left in place as part of the final reclamation <br />plan for the site? Please explain. <br />The design drawing can be found in Figure 10 of Appendix F of the original permit application <br />submitted by GCC. GCC is not proposing to modify these structures or any part of the <br />reclamation plan addressing the areas that will be reclaimed as rangeland. <br />3) In order for the Division to properly calculate the required reclamation warranty for the <br />affected acres that will be reclaimed as range land, GCC must provide the detailed <br />information in accordance with Rule 6.4.5 (e) (i)(ii) &(iii) and Rule 6.4.6 Exhibit "F "- <br />Reclamation Plan Map. <br />As you noted, the required reclamation warranty will cover only those areas that will be reclaimed <br />as rangeland. GCC has not proposed any modifications to the approved reclamation plan <br />addressing these areas. At a later date, however, GCC plans to submit a Technical Revision <br />request that will modify the number of acres that could require reclamation at the end of the mine <br />life. The additional detailed information requested will be provided with the Technical Revision <br />request. <br />Under the Exhibit, the operator provided a total estimated reclamation cost based on the <br />following; revegetation, grade slopes and subsoil and topsoil replacement. There was no detailed <br />cost break down included in the Exhibit. Please provide a detailed cost break down for each <br />reclamation task. The detailed cost estimate must include material quantity and acreage for each <br />task. <br />As stated in Response No. 3 above, the requested information will be provided with the Technical <br />Revision request. <br />Please contact me if you have any questions about this permit application.
