The Division requests that the surface and ground water monitoring program required under <br />Rules 2.05.6(3)(b)(iv) and 4.05.13, and mentioned on page 6 of Section 2.05.6(3), be <br />described more fully. The revised description should include a list of the monitoring sites, a <br />list of the field and laboratory parameters to be sampled and the sampling frequency. <br />DRMS: In the May 26, 2011 submittal, Western Fuels provided the monitoring plan in <br />three tables in Appendix 2.05.6(3) -3. The Division has follow -up questions: <br />a) According to permit text page 6 of Section 2.05.6(3), surface water monitoring site SW- <br />N206 was destroyed and, therefore, does not appear in Table 2 on page 2 of Appendix <br />2.05.6(3) -3. However, the site still appears on Map 2.04.7 -1. In order to avoid any <br />confusion, please add a note next to the site on the map to show that the site was <br />destroyed and the year it was destroyed. <br />b) There are several spoil springs and surface water monitoring sites that are associated <br />with previous mining that, according to the permit text, will be used or reactivated to <br />monitor the effects from the New Horizon North Mine. Please add these additional <br />water monitoring sites to the tables in Appendix 2.05.6(3) -3 if they are part of the New <br />Horizon North Mine water monitoring program. Also, the baseline and operational <br />water monitoring results from these sites should be submitted as part of the New <br />Horizon North Mine. Finally, it would avoid confusion if the permit text explains that <br />these sites had been associated with previous mining but are now being used to also <br />monitor the New Horizon North Mine. <br />2.06 - REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIES OF MINING <br />2.06.8 Surface Coal Mining and Reclamation Operations on Areas, or Adjacent to Areas, <br />Including Alluvial Valley Floors. <br />1.
