Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Loretta Pineda <br />Director <br />RE: File M- 1977 -493; Climax Mine; Technical Revision 18 (TR18) – Environmental Protection Plan (EPP) <br />Adequacy Review <br />The Division of Reclamation, Mining and Safety received Technical Revision 18 – Environmental Protection Plan <br />for the Climax Mine on August 8, 2011. This TR has been submitted to satisfy the conditions placed on the <br />MLRB approval of AM06. The decision date for this revision has been extended to September 21, 2011. Please <br />be advised that if you are unable to satisfactorily address any concerns identified in this review before the decision <br />date, it will be your responsibility to request an extension of the review period. If there are outstanding issues that <br />have not been adequately addressed prior to the end of the review period, and no extension has been requested, <br />the Division must deny this revision. <br />DRMS has completed the initial adequacy review of TR18. As with most revisions of this scope and complexity, <br />there are a several items that will require clarification of the existing information or submittal of additional <br />information. DRMS anticipates that development of the full EPP will be an iterative process based on the <br />implementation of additional items, the collection of additional data, and ongoing discussions between DRMS <br />and Climax. <br />T -3 Designated Chemicals <br />- What is the total capacity of the reagent storage secondary containment area vs. the total capacity of the tanks? <br />- Is there sufficient negative pressure ventilation of the reagent storage area to protect site personnel in the event <br />of a release? <br />- Is there any air monitoring in place for HCN or H concentrations in the mill or reagent storage area? <br />- It does not appear that there has been any consideration for groundwater monitoring near the mill area at this <br />time. Please address the mill/processing area as a source of potential contamination. <br />T -4 Acid Forming Materials and Acid Mine Drainage <br />Although the Division's primary concern with the Overburden Storage Facility (OSFs) must be for the long term <br />safety and stability of these features, the Division is also adamant that every reasonable measure be taken to <br />minimize the impacts from, and the quantity of, ARD generated by the OSFs both while in operation and after <br />final closure.
