consisting of PLI parcel 1 located along the northern portion of the Glasier property containing
15.04 acres and the PLI parcel 2 located in the southeastern corner of the property containing
6.06 acres will be reclaimed to Dryland Pasture (PLD). Residential (RS) parcel I containing 0.13
acres and Residential & Roads (RS & RD) parcel II containing 1.72 acres will be reclaimed as
Dryland Pasture (PLD) and several small parcels of mostly isolated, non-jurisdicitonal wetlands
(GL -SI) will be reclaimed as Dryland Pasture (PLD).
Meehan Property
On the Meehan property, approval is hereby requested to change the existing land uses on four
land use types; the conversion of " Grazingland Sagebrush" (GL -SB) to Dryland Pasture (PLD),
residential (RS) to be converted to Dryland Pasture (PLD), those areas currently classified as
Irrigated Pasture (PLI) to Dryland Pasture (PLD) as well as the conversion of the
residential /agricultural disturbance (RS) areas to Dryland Pasture (PLD). As shown on Map
2.05.5 -1, Postmining Land Use, this change is requested on Sagebrush parcels 3 (15.26 acres); 4
(0.88 acres); 5 (1.11 acres); 6 (0.30 acres); 7 (0.45 acres); 8 (0.23 acres); 9 (0.06 acres); and, 10
(1.81 acres). For the Residential (RS) approval is requested to change the existing land use on
two parcels, consisting of RS parcels III and IV containing 0.40 acres and 0.68 acres
respectively. For Irrigated Pasture (PLI) approximately 23.14 acres will be reclaimed as Dryland
Pasture and for existing Land Use (GL -SI) small parcels of mostly isolated, non-jurisdicitonal,
along with a minor amount of jurisdictional wetlands (GL -SI) will be reclaimed as Dryland
Pasture (PLD).
Garvey Property
On the Garvey property, approval is hereby requested to change the existing land uses on five
current land use types; the conversion of "Grazingland Sagebrush" (GL -SB) to Dryland Pasture
(PLD), the conversion of existing Dryland Pasture (PLD) and Irrigation Canal to Irrigated
Pasture (PLI), for Grazingland - Subirrigated (GL -SI) to be converted to Irrigated Pasture (PLI),
for the conversion of Grazingland - Subirrigated (GL -SI), located to the east of the existing
Second Park Lateral Ditch to be reclaimed as Dryland Pasture (PLD) . According to the original
NH1 Mine Permit these areas were originally considered to be Dryland Pasture and were to be
reclaimed as such and have become Grazingland - Subirrigated (GL -SI) over the years due to the
landowners desire to irrigate this area, which is inconsistent with the NH1 Permit. In addition,
the residential and road areas (RS & RD) are to be converted to Irrigated Pasture (PLI).
As shown on Map 2.05.5 -1, Postmining Land Use, this change is requested on Sagebrush parcels
11 (0.85 acres); 12 (21.76 acres); and, 13 (0.65 acres). For the Residential and Roads (RS &
RD) approval is requested to change the existing land use on parcel, consisting of RS & RD
parcel V containing 1.12 acres.
The primary reason why the landowners are req_uotig that WFC make these chan es fr
Grazingland - Sa eg brush and om Irri ated Pasture to Dryland Pasture has to do primarily with
the successfulness of the reclamation efforts on the Rice Tract. According to the data presented
in the Vegetation Description found in Section 2.04.10 of this permit application, the existing
Sagebrush plant communities are producing on average 123.3 pounds of air dry forage per acre.
The average forage production on the existing Dryland Pasture on this site averages 348.6
pounds of air dry forage per acre. While on the reclaimed portions of the Rice Tract, the current
Section 2.05.5 Page 4 April 2011
