Stratified <br />random sampling, as allowed in the Band Release Guideline means that the samples can <br />be stratified in whatever manner appropriate, whether the designated strata is reclaimed <br />blocks, or by the next closest transect. All are still stratified and allowed by the DRMS <br />regulations and guidelines. Total randomly collected data is always less biased than is <br />"sequentially" collected data. <br />Division Response: The explanation given as to why the cover data appeared to be <br />collected sequentially in the pre - disturbance area and sequentially /selectively in the <br />reference area to meet sample adequacy does not justify why the collection method <br />changed midway through sampling. The Division maintains its position that data <br />collection needs to be performed consistently, either systematically or randomly, for the <br />entire data collection. However, the solution to change the appearance of inconsistent <br />data collection is to re- sample the pre - disturbance area and the Division does not believe <br />this is practical or necessary. Therefore, the Division accepts the baseline vegetation data <br />in its present form, but suggests that during future vegetation data collection a single <br />method be predetermined before collection begins and the method be followed <br />throughout the entire data collection process.
