August 29, 2011 C- 1980 - 004 /McClane Canyon Mine MPB <br />plan to stabilize the small section of canyon wall in the vicinity of the diversion culvert above the exhaust fan. <br />There has been no work at the rock fall site conducted to date. The grate over the clean water diversion appears to <br />remain functional. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The temporary coal waste pile area located above the sediment was inspected. The clean water diversion ditch <br />around the waste pile and sediment storage area was stable. The been around the waste pile was in good <br />condition. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were maintained and in good condition throughout the site. Ditches along the haul road were dry and have <br />been recently cleaned by removing sediment and debris. The sediment traps located along both sides of the haul <br />road were well maintained. The large sediment trap /sump located on the south side of the haul road is shown in <br />Photograph No. 3 at the end of this inspection report. Culverts were properly maintained and functional. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover, Timing: <br />Growth of annual weeds ( Kochia and Russian thistle) should be treated around the waste pile and particularly in <br />the clean water diversion ditch around the waste pile. There is also a significant growth of Kochia along the <br />access road to the sediment pond and waste pile. As seen in the attached photograph, the weeds have become <br />excessive. Please take necessary steps to control the growth of troublesome weeds in these areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The shop and facilities areas were well kept. Perimeter areas at these locations were maintained, and no problems <br />were noted at any of the shop /facilities areas during this inspection. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The topsoil stockpile and construction material stockpile are stable with no signs of erosion. However, there is a <br />significant infestation of cheatgrass on the topsoil pile (see attached Photo No. 4). MCM should consider <br />implementing some control techniques for the cheatgrass.
