Therefore, pursuant to the State Engineer's March 4, 2005 memorandum to county planning directors, this office will only perform a cursory review of the referral Information and provide comments. According to the submitted Information, the Gravel Mining operation will cause depletions to the South Platte River due to evaporative tosses from exposed ground water and operational losses, A Substitute Water Supply Plan (SWSP) or court approved augmentation plan must be' obtained to replace the depletions caused by the operation. Gravel pit operators typically must first obtain approval from the Colorado Division of Minerals and Geology (DMG) prior to mining. As part of that process the applicant will need to address the potential concerns of State Engineer's Office as they relate to water rights.
