OBSERVATIONS <br />This was an acreage reduction/surety reduction inspection conducted by DRMS at the Hall Irwin Baseline <br />Resource site. This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately <br />northwest of Brighton in Weld County. There are 209.6 acres currently permitted at this 112c site. The <br />inspection was conducted by Eric Scott of DRMS. The DRMS representative met with permittee representative <br />Danna Ortiz of Planit LLC at the site entrance at approximately 0900. <br />On July 12, 2011 Hall Irwin requested that the "water ski lake" property owned by Carl Eiberger be released <br />from the permit area, and that the bond for the site be reduced as the SEO has approved the slurry walls around <br />Walker Reservoir Phase 1 and Walker Reservoir South. Copies of the SEO approval letters were submitted <br />with the request and are now part of the site file. The bond can therefore be reduced to reflect the SEO approval <br />of these slurry walls. Documentation was also provided to verify the approval of the final augmentation plan <br />for the water ski lake. <br />During this inspection it was noted that the shoreline sloping for the water ski lake has been well done, and the <br />disturbed area is stable with no evidence of erosion. However, the vegetation on the property was observed to <br />be almost entirely weeds - including several listed noxious species such as bindweed, cheatgrass, and Russian <br />olive (see attached photos). Several other nuisance species such as Russian thistle and common purslane were <br />also observed taking over this area. The release of this area must therefore be denied, and cannot be granted <br />until the noxious weed species and Russian olive are eliminated from the permit property and the approved <br />reclamation vegetation mix is established. <br />The rest of the site was also inspected at this time, and the weed issue is prevalent across the entire site - <br />including topsoil stockpiles and un -mined areas. Serious weed control efforts will need to be made immediately <br />and continuously to get this problem under control and to allow establishment of approved vegetation. <br />The permitted area will also need to be clearly re- marked with sufficient boundary markers so that the boundary <br />is clear between this permit and the adjacent permitted areas and properties. These markers will need to be <br />maintained until the site is released. Other more minor housekeeping issues such as the mis- placement of a <br />jurisdictional wetlands sign, and the proximity of product stockpiles to utility poles should also be corrected <br />before larger issues result. <br />PERMIT #: M -1997 -058 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: August 25, 2011 <br />Page 2 of 4 <br />
