• <br />• <br />• <br />PHASE Ill BOND RELEASE (SL -13) <br />This application for Phase III bond release of applicable Trapper Mine lands is submitted in <br />accordance with the Colorado Division of Reclamation, Mining and Safety (DRMS) Rule 3.03 <br />(Release of Performance Bonds) and Guideline Regarding Selected Coal Mine Bond Release Issues <br />of April 18, 1995. With this submittal, Trapper is proposing to release 364.8 acres of rangeland from <br />Phase III bond liability as outlined on Map 1.0. This includes Range Sites A, B and C rangelands that <br />were regraded, retopsoiled and reseeded in accordance with Trapper's approved permit document (C- <br />81 -010) from 1999 through 2001 in Ashmore, Derringer and Flintlock pits. <br />1.0 Bond Release Parcels Management and Reclamation Histories <br />Appendix 1 includes a one -page summary of the management and reclamation history of each <br />reclaimed parcel proposed for Phase III bond release with this application. These history sheets <br />provide documentation that the ten -year minimum period of responsibility has been met for all <br />reclamation parcels included in this bond release application. Also included in Appendix 1 is a listing <br />of seed mixtures that were used to reseed each listed reclaimed parcel. These seed mixture <br />summaries were taken from applicable annual reclamation reports and are placed in Appendix 1 so <br />that they can be cross - referenced to individual reclaimed parcel history sheets. <br />Information included with each reclaimed parcel history sheet is parcel designation, acreage, regrade <br />history, topsoil replacement history, seedbed preparation history, fertilization history and seeding <br />history. Where applicable, husbandry and management practices that have occurred subsequent to <br />initial revegetation are described. <br />2.0 Documentation of Successful Vegetation Establishment <br />Attachment 1 to this application is a stand -alone report detailing vegetation - sampling methods and <br />results for all of the reclaimed rangeland parcels sampled during 2010 and 2011 for this Phase III <br />bond release proposal. Included in attachment 1 is the following information for each of the 2010 and <br />2011 sampling years: 1) maps showing transect locations within reclaimed parcel and block <br />boundaries, 2) sampling method descriptions for obtaining plant cover, plant production, shrub density <br />and species diversity, 3) results of sampling for all vegetation parameters of interest, 4) statistical <br />analysis of collected vegetation data, 5) a list of plant species encountered during annual vegetation <br />sampling and 6) copies of raw data sheets for all individual vegetation transects and clip plots <br />sampled. <br />
