Responsibility for this Report <br />I, Leslie H. Botham, prepared this "Report in Support of the Recertification of the University of <br />Colorado's Flood Control Levee," dated June 2009. I am responsible for the sections relating to <br />the following areas: <br />• evaluating base flood elevations; <br />• determining levee freeboard for the base flood, and <br />• evaluating the duration of flooding during the base flood. <br />I am responsible for the expert opinions expressed by me in this report. My signature and seal as <br />a Professional Engineer are affixed below. In arriving at my expert opinions, I have relied on the <br />expert opinions of other Professional Engineers and a Professional Land Surveyor as shown <br />below. Their signatures and professional seals are contained on their own work products, which <br />are included as Appendices of this report. <br />• Surveys to determine the interim and as -build (as of 2009) conditions of the Levee — <br />Robert M. Sayre, Boulder, Colorado, Colorado P.L.S. #11372 (see Appendix C). <br />• Geotechnical evaluation of seepage, embankment stability, removal of vegetation <br />including re- compaction of the embankment, and monitoring of compaction during <br />raising and extending of the embankment (in 1999 and 2008) — CTL /Thompson, Inc. <br />Denver, Colorado, Frank Holiday, Colorado P.E. #6785 (see Appendices B -9 and E). <br />• Evaluation of interim erosion protection and suitability of on -site rock, the need for a <br />filter blanket, design of riprap including the cutoff wall, and installation of riprap and <br />cutoff wall in 1998 — Ayres and Associates, Inc., Boulder, Colorado, Douglas R. Laiho, <br />Colorado P.E. #16626 (see Appendix B -10). <br />• Evaluation of the need to replace existing erosion protection in 2009 as the result recent <br />restudy of the 100 -year flood and flood plain — AMEC Earth and Environmental, Boulder <br />Colorado, Douglas R.
