Sealing of Drilled Holes and Underground Openings <br />A. The Division will require that each hole, well, or other underground <br />opening be capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />No specific approvals are granted under this section. <br />VII. Disposal of Excess Spoil <br />No specific approvals are granted under this section. <br />VIII. Coal Mine Waste Banks <br />A. The Division has approved plans for use, construction, and maintenance <br />of three coal mine waste disposal areas. The Development Waste Pile (DWP) is <br />located southwest of the main entrance. The DWP is now reclaimed. A new <br />Development Waste Pile (DWDA) was approved as a result of Technical <br />Revision No. 53 for disposal of mine development waste. The Refuse Disposal <br />Area (RDA) is a large valley fill located north of Highway 12 and is used to <br />dispose of processing waste. (4.10.1(1)). <br />B. All three coal waste disposal areas will be inspected on a regular basis by <br />a qualified professional specialist under the direction of the professional engineer <br />experienced in construction of similar earth and waste structures. (4.10.2(1)). <br />IX. Coal Mine Waste <br />No specific approvals are granted under this section. <br />X. Backfillinq and Grading <br />A. The Division has approved the applicant's plan for disposal of debris, acid - <br />forming or toxic materials, or materials constituting a fire hazard in a manner <br />designed to prevent contamination of ground or surface waters. A contingency <br />plan has also been developed to prevent sustained combustion of flammable <br />materials. The applicant will cover the non -coal waste with a minimum of two <br />feet of soil (4.14.3(1)(a)). <br />12 <br />
