Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> INTRODUCTION: This was a partial inspection of the Terror Creek Loadout conducted by Brock Bowles and Jim <br /> Stark of the Colorado Division of Reclamation,Mining and Safety on August 16,2011. Jim Kiger,Environmental <br /> Manager for Oxbow Mining,LLC was present during the entire inspection. Weather conditions were sunny and <br /> warm and the ground conditions were damp. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> The coal processing plant was in operation at the time of inspection and coal haul trucks were delivering <br /> coal. A large volume of coal was stockpiled in the raw coal storage area and in the area 7 stock piles. There were <br /> no signs of fugitive dust onsite or off. <br /> HYDROLOGIC BALANCE -Rule 4.05❑[]Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The rocks and sediment was removed from the culvert under the substation access road(CMP#2). <br /> Diversion ditch`B' was clear with some standing water. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The main entrance road was passable and in good condition. The stray coal along the haul road that was <br /> noted in the last inspection report was removed. The pea gravel on the south side of the haul road is washing away <br /> forming rills and gullies around the guardrail posts(photo 1).
