Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N -Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> INTRODUCTION: This was a complete inspection of the North Thompson Creek Mine conducted by Brock <br /> Bowles and Jim Stark of the Colorado Division of Reclamation,Mining and Safety on August 15, 2011. <br /> No representatives from Minrec, Inc. were in attendance;for the inspection.The bond has been released for all but <br /> 4.1 acres of the site which represents a mine discharge and a series of treatment ponds in a developed water <br /> resource. The weather was warm and sunny and the ground was dry at the time of the inspection. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> All of the necessary records were in the records room at the Garfield County Court House in Glenwood <br /> Springs. See the Availability of Records foam at the end of this inspection for more detailed information. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> ❑Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4..05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Waiter Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Portals#1 and#3 were discharging into the long;pond and the water from both portals appeared to be clear <br /> (photo 1). The long pond was well vegetated and appeared stable. Ponds T1 and T2 had water but there were no <br /> signs of red stains(photo 2). Pond T2 was discharging to outfall 001. <br /> The Division noted that the underground pipe between pond T2 and outfall 001 was removed and the <br /> water was flowing through an open ditch(photo 3). The water was funneled back into a pipe and continued to <br /> outfall 001. It was unclear at the time of the inspection if the pipe was removed due to maintenance,but no <br /> machinery or replacement materials were present. Stan Muir of Minrec was contacted after the inspection about <br /> the ditch. He said that the pond T2 discharge pipe clogged and was dug up to remove the obstruction. He further <br /> explained that the slope of the pipe is too shallow and clogs easily. Minrec will be submitting a TR to change the <br /> T2 discharge from a pipe to an open ditch. <br /> Beyond outfall 001,the water is piped outside the permit boundary into a ditch to the refuse pile pond. <br /> The ditch is well vegetated and in good condition.
