Flood Control Levee August 24, 1 999 Page 1 <br />It is the professional opinion of the author of this report that at every location between SCA station <br />105 +0o and 15 o +, there is at least three feet of freeboard available over the base flood profile, and <br />that in addition, there is at least three and one -half feet of freeboard between S CA stations 135+00 <br />and 150+70 (the upstream face of the levee). The actual freeboard varies from 4.6 to 9. 5 feet above <br />the base flood. This is more than sufficient to satisfy F MA's freeboard criteria spelled out at <br />C.F.R. Section 65.1 (1). <br />EoTEHNIAL EVALUATIONS <br />Stability, Seepage and S ttlin <br />A separate geotechnical evaluation of the levee was conducted by TL Thompson, Inc. beginning <br />in 1997. Its analyses and Endings are included *in the August 6. 1 999 report, `Levee at Deepe Fann <br />Pit, Boulder, Colorado."' In the summary, the report concludes, <br />" . Results of ge tec pica ir7ves iga i r indicate the levee meets (satisfies) F.M cr•iter•ia <br />for slope stability a d r it g through or render* the levee. #-1 <br />"4. ... Given the c n7 ac ness ofthe levee and the dense sails there should be no noticeable <br />charge i n fi-e o ar d, " <br />"5. InspeCH017 Of the levee and the results of this study s ho ws the levee meets the <br />geotechnically related FEAM cri ei a. „' <br />The report and certification are attached as Appendix 9. <br />Removal of Vegetation <br />After the levee was constructed, trees and other vegetation. grew on the outside face. Since F MA <br />does not allow trees and vegetation on the face of any levee which is to be recognized, the trees and <br />brush were removed during September 1997. TL Thompson was present to observe removal of <br />trees and other vegetation from the levee, in luding removal of roots and recompaction of disturbed <br />area.
