An application for Minor Revision No. 81 (MR -81) was received by the Division on 08 August
2011, and determined to be complete, for purposes of filing, on the same day. MR -81 proposes
to revise management of the Irrigated Pasture (IP) Reference Area to include periodic mowing /
haying in addition to or in lieu of grazing.
Use of a reference area for evaluating vegetative cover and success on IP reclaimed areas was
instituted with the approval of Technical Revision No. 58 (TR -58) in May 2009. Modifications
to the IP reference area section of the permit were made with Permit Revision No. 6 (PR -06),
approved in December 2010. . The MR -81 application proposes to modify pages 30 and 38 of
permit section 2.05.4(2)(e).
Page 30 addresses "Reference Area Management." The fourth and fifth paragraphs have
been combined and revised for MR -81.
a) An introductory sentence would be helpful to explain that the IP reference area will be
either grazed or hayed to simulate the management on the reclaimed irrigated pasture
land.
b) Please add to the end of the "Plans for livestock grazing and haying" discussion that
winter grazing by cattle, deer and elk is common practice and may occur on all areas,
with supplemental hay provided when (Please explain when the supplemental
hay is provided.) Domestic grazing animals will be removed from the fields prior to
irrigation and spring germination of planted species. Generally, animals will be
removed no later than March 30 of each year.
