Box 229 <br />Boulder, Colorado 80306 <br />Attention: Mr. Ed McDowell <br />Subject: Geotechnical Engineering Consultation <br />University Levee (aka: Levee at Deepe Farm Pit) <br />Boulder, Colorado <br />CTL I T Project No.: FC04266- 145 -L1 <br />Flatiron Companies and <br />University of Colorado: <br />The University Levee (aka: Levee at Deepe Farm Pit) is part of the flood control <br />system that is in place at certain locations along South Boulder Creek and is under <br />the oversight of the Federal Emergency Management Agency (FEMA). Therefore the <br />University Levee needs to meet FEMA criteria. CTL I Thompson, Inc. (CTL I T) <br />investigated the levee and prepared a report of that investigation titled "Levee at <br />Deepe Farm Pit, Boulder, Colorado ", CTL I T Job No. 25,385, dated August 6, 1999. <br />We understand the FEMA review of the project was interrupted but is now in <br />process. Flatiron Companies has requested we read our 1999 report and confirm the <br />conclusions therein are yet applicable. <br />• The August 1999 CTL I T report for the levee investigation was read. <br />• Mr. Frank J. Holliday, PE, CCE the CTL J T author ofthe August 1999 report <br />discussed the current status of the FEMA review of the University Levee <br />with Mr. Les Botham, PE, CCE of Leonard Rice Engineers and Mr. Ed <br />McDowell of Flatiron Companies. <br />• Mr. Holliday inspected University Levee with Mr. McDowell February 19, <br />2008. <br />• CTL I T acquired aerial photography of the levee for the years 1999 (black <br />and white stereo pair), 2002 (black and white stereo pair and a color <br />photograph), and 2005 (black and white stereo pair and color photograph). <br />• Leonard Rice Engineers acquired semi- annual reports about University <br />Levee from Love & Associates and forwarded copies to us for our reading. <br />We completed the above tasks and found no visual evidence, photographic <br />evidence or written evidence of changes in the levee configuration or seepage <br />reported in the August 1999, CTL I Thompson report.
