Rule 2.05.3(4) Ponds, Impoundments, and Diversions
1. The response is inadequate. In the SEDCAD model for the Roadside
Impoundment, there appears to be a contradiction between the Structure Summary
table (page G -6 in Exhibit 7 -23) and Figure A -2 of Exhibit 7 -23. In the figure, the
south side of the spoil pile (51.97 acres according to text on page G -1) is shown as
a contributing area, but in the summary table it appears that this portion is missing.
Please revise or clarify.
Rule 2.05.6(3)(a) Protection of the Hydrologic Balance
1. See Tom Kaldenbach response.
3. Please refer to question 2.05.3(4) above.
Rule 4.05.2 Water Quality Standards
2. The response is inadequate. Please add text to the permit application indicating that
measures will be taken to insure that the area with the grass filter will contain enough
vegetation to warrant the roughness value in the SEDCAD model, 0.0121. Also,
discuss how measures will be taken to avoid concentration of runoff flows from the
areas with Small Area Exemptions, as concentration of flow will cause a grass filter to
malfunction.
Rule 4.05.3 IDiversions and Conveyances of Less than One Square Mile
4. The response is adequate.
Rule 4.05.4 Stream Channel Diversions /Relocations
1. The response is adequate.
Rule 4.05.5 Sediment Control Measures
1. No additional response was needed.
Rule 4.05.6 Sedimentation Ponds
2
