Prior to 2000, West Elk monitored subsidence in a monument grid
installed over their first three longwall panels. This monitoring verified
their subsidence predictions. From 2000 through Spring 2007, West Elk
conducted an annual visual inspection of recently undermined areas and
previously identified subsidence features. The frequency of this visual
inspection was increased to semi - annually beginning in Fall 2007. The
