Monitoring requirement
Regulation/per
mit citation
In
compliance:
Yes / no ?
Comment
Prior to 2000, West Elk monitored subsidence in a monument grid
installed over their first three longwall panels. This monitoring verified
their subsidence predictions. From 2000 through Spring 2007, West Elk
conducted an annual visual inspection of recently undermined areas and
previously identified subsidence features. The frequency of this visual
inspection was increased to semi - annually beginning in Fall 2007. The
Installed and surveyed monuments prior to
2.05.6(6)(c)(
only structures undermined since the previous subsidence report (Spring
undermining.
i)(A)
Yes
2010) was a USFS road that extends from north to south along the section
line of Sections 34 and 35 near the east end of Panel E -2.
Sections 2.05.6(6)(b)(ii), (6)(c)(i), and (6)(e)(iii)of the permit application
describe West Elk's subsidence monitoring plan. The plan is consistent
with the existing level of need for verifying the subsidence prediction, as
required by 2.05.6(c)(i)(F).
Located monuments to detect vertical subsidence and
horizontal displacement.
2.05.6(6)I(i)
(B)
Yes
Monitored each structure's orientation, location,
elevation.
2.05.6(6)I(i)
I
yes
Monitored each monument and structure at least
2.05.6(6)I(i)
Yes
quarterly.
(D)
Commenced monitoring of each monument and
2.05.6(6)I(i)
Yes
structure at least one month prior to undermining.
(D)
Submitted monitoring report at least semiannually.
)I(i)
2.05 (E)
Yes
Conducted GPS baseline and postmining surveys in
either panel E -1 or E -2 for verifiying the predicted
Yes
angle of draw for E -Seam mining,
Permit
sections
Inspected ground before and after mining.
Yes
Evaluated structures of concern, e.g.: Dry Fork and its
2.05.6(6)(b)
thalweg, roads, well casings, culvert inverts, flumes,
monuments at stock ponds, and buildings.
(11)
(6)(c)(i),
Yes
Visually surveyed subsidence features.
6 )()
Yes
Aerial or other photos of areas prior to, during, and
after mining for identifying landslides, rockfalls,
() e iii
Yes
Mine: West Elk Mine Date this review was completed: 8/19/11 .
Permit No.: C -80 -007
Report period: Fall 2010
Review Checklist for Subsidence Monitoring Report n
er
f Z oro 5 ( j r .1• -c / P'Q -tt
Die ins (gy,ew , J -pt+o
CDRMS reviewer: Tom Kaldenbach
C /7g6 007
