Pifieda <br />Director <br />I have reviewed the proposed revisions to the New Horizon Mine permit to allow for either grazing or <br />haying in the irrigated pasture reference area. My questions are listed below. <br />1. Plans for livestock grazing and haying. An introductory sentence would be helpful to explain <br />that the irrigated pasture reference area will be either grazed or hayed to simulate the <br />management on the reclaimed irrigated pasture land. <br />2. Please add to the end of the Plans for livestock grazing and haying discussion that winter grazing <br />by cows, deer and elk is common practice and may occur on all areas with supplemental hay <br />provided when . (Please explain when the supplemental hay is provided.) Domestic <br />grazing animals will be removed prior to irrigation and spring germination of planted species. <br />Generally, animals will be removed no later than March 30 of each year. <br />3. One other question I have on the PR6 approved version focuses on the expected rate of water. <br />The narrative says, "Water will be applied to the reference area based on the ration used for the <br />irrigation of Reclaimed Irrigated Pastureland on the Lloyd Property ". The Lloyd property has not <br />been reclaimed yet and it is not representative of the lands that have been reclaimed east of <br />2700 Road and that will be considered for bond release prior to the Lloyd property. Please <br />revise this statement to indicate what the expected rate of water will be for ALL lands including <br />those to the east of 2700 Road, the Lloyd property, and the Benson west property. In TR58, the <br />Division approved, "10 shares of water to irrigate the reference area of 6.81 acres. The <br />reclaimed area will receive approximately 1 share per acre if a side roll is used. If flood irrigation <br />is used, the same application rate as the reference area is used, which is 1.64 shares per acre." <br />Please revise the discussion on the expected rate of water so that it applies to all reclaimed <br />lands. <br />Office of Office of <br />Denver • Grand Junction • Durango Active and Inactive Mines <br />
