WQA Appendix A at 21 <br />Although Stream Segment COGULDO3a may have been designated as Use Protected in 2000, the main stem of <br />the Dolores (COGULD02) is not so designated. Id. at 2( "COGULD02 - Undesignated "). Therefore, the WQA <br />lacks the necessary antidegradation review. The additional information cited in the previous comments <br />regarding the mill proposal and renewed mining activity establish that new and increased impacts exist which <br />preclude reliance on the December 2000 determination. In sum, a full antidegradation review is necessary for <br />both stream segments. <br />RESPONSE 13: <br />As explained in Section VII of the WQA, because stream segment COGULDO3a is designated as Use Protected <br />no antidegradation review is necessary. In accordance with Comment and Response 11, the discharge is not <br />expected to reach the Dolores River and therefore an AD evaluation on the Dolores is not necessary. <br />Abigail Ogbe <br />03/28/11 <br />
