COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rationale β Page 4, Permit No. C00036251
water is pumped to the surface water treatment plants. The process water from the dumps is currently
discharged through the stormwater drainage channels.
3. Chemicals Usage βThe permittee stated in the renewal application that they utilize two chemicals in
their treatment process. These chemicals are summarized in Table IV -1.
Table IV-1 β Chemical Additives
Chemical Name Purpose Constituents of Concern Acceptable?
Yes or No
Barium Chloride
Nalclear 8184 Flocculant Settle solids
Precipitate Ra -226 Barium Chloride Yes
Ethoxylated Alcohol Yes
Chemicals deemed acceptable for use in waters that will or may be discharged to waters of the State are
acceptable only when used in accordance with all state and federal regulations, and in strict accordance
with the manufacturer's site - specific instructions.
B. Wastewater Treatment Description
The wastewater treatment processes at JD -7 and JD -9 mines are similar. Water from the mines is
pumped to the surface, treated with a 3% barium chloride solution, and then allowed to precipitate and
settle in two hypalon -lined ponds, connected in series. As noted in the last permit rationale, waste
sludge removed from the lagoons is characterized prior to being transported to the Cotter Corporation
Canon City uranium milling facility for disposal in the tailings impoundments at that location. The
Cotter Canyon City Mill Disposal site is a licensed radioactive materials disposal site under the
jurisdiction of the Hazardous Materials and Waste Management Division of the Colorado Department of
Public Health and Environment.
The mine facilities are intermittent operations. The last discharge reported for JD -7 and JD -9 mines were
on June 30, 2006.
V -notch weirs are used at outfalls OO1A and 002A for effluent flow measurement.
Pursuant to Section 100.6.2 of the Water and Wastewater Facility Operator Certification Requirements,
this facility will require a Class B certified operator.
V. PERFORMANCE HISTORY
A. Monitoring Data
1. Discharge Monitoring Reports for JD -7, Outfall 001A β Table V -1 a summarizes the effluent data
reported on the Discharge Monitoring Reports (DMRs) for the Cotter Corporation wastewater
treatment facility from October 31, 2005 to June 30, 2006.
