COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division <br />Rationale — Page 2, Permit No. C00036251 <br />JD -7 Mine — Outfall 001A: The discharge point for this mine is in the SE <br />'/4 near the center of Section 16, T46N, R17W, New Mexico P.M., on the <br />northern hillside of Monogram Mesa, at latitude 38 14' 21.8" N, <br />longitude 108 45'02.9" W. The wastewater discharges to an unnamed <br />tributary which flows in a northerly direction to East Paradox Creek, then <br />approximately 8 miles to the Dolores River. The total distance from the <br />outfall to the Dolores River is approximately 12.5 miles. <br />JD -7 Mine — Outfall 001B: JD -7 overburden and waste storage areas <br />(mine waste dumps), discharge point at latitude 38 14' 24.8" N, longitude <br />108 45' 00.1" W. <br />JD -9 Mine — Outfall 002A: The discharge point for this mine is in the NW <br />'/ near the center of Section 30, T46N, R17W, New Mexico P.M., on the <br />top of Monogram Mesa, (N 38 12' 46.4" W 108 47' 13.7 "). The <br />wastewater from outfall 002A discharges to an unnamed tributary to Fawn <br />Springs, which goes to Bull Canyon then to the Dolores River. The total <br />distance from the discharge point to the Dolores River is approximately <br />10.5 miles. <br />JD -9 Mine — Outfall 002B: JD -9 overburden and waste storage areas <br />(mine waste dumps), discharge point (N 38 12' 24.6" W 108 47' 20.8 "), <br />located just below the mine waste dump. <br />JD -9 Mine — Outfall 002C: JD -9 overburden and waste storage areas <br />(mine waste dumps), discharge point (N 38 12' 26.3" W 108 47' 21.7 "), <br />located just below the mine waste dump. <br />Note that the permittee may decide, during the course of this permit, to route the wastewater from the mine <br />dumps (OO1B, 002B and 002C) to the main treatment facility outfalls (OO1A and 002A). If this is done, the <br />permit may be modified to eliminate these outfalls. <br />According to the rationale to the previous permit "the discharge from the outfalls do not reach the receiving <br />waters of East Paradox Creek or Bull Canyon, tributaries to the Dolores River, except during major storm <br />events." It is not expected that the discharge from any of the outfalls would reach the Dolores River. <br />D. Discharge Point: <br />E. Major Changes From Last Renewal: <br />Inclusion of a provision that requires the permittee to contain the initial effluent until analyses have <br />confirmed that all numeric effluent limitations can be met. <br />Water from the JD -7 mine and JD -9 mine waste dumps (1.98 acres and 2.4 acres respectively), <br />described in the Cotter Corporation's Stormwater management Plan (SWMP), have been included in this <br />permit as process water. This process water was mis- categorized in the SWMP as stormwater. Three <br />new outfalls have been included from the mines waste dumps. <br />
