PERMIT #: P- 2011 -011 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: July 29, 2011 <br />OBSERVATIONS <br />This inspection was performed by the Division to monitor activities in the early stages of development of one <br />of the two drill sites (RC -1) approved under this NOI. The operator named on page one was present <br />throughout this inspection. Also present was Zeke Ward, who was working with the operator to measure <br />stream flow in Rat Creek at two downstream locations. This is to establish a baseline flow to determine <br />whether there is sufficient water to divert for drilling purposes). <br />Drill site RC -1 was accessible via short temporary spur road off of the forest road. A locked gate was present <br />to prevent unauthorized entry. The pad area had been staked on the hill slope, and the pad had been <br />constructed by cut and fill. The D4 dozer was still present. Topsoil had been stripped and was windrowed <br />along the uphill edge of the site. The pad surface was level and bermed, and straw wattle was installed below <br />the fill slope to catch sediment. No mud pits were dug into the pad yet, and no drilling equipment was onsite. <br />The drill pad is located about 100 feet above the forest road. About 50 feet below the road, directly below the <br />drill pad RC -1, there is a natural spring that was flowing about 10 gpm. There is a depression in the spring's <br />flow channel where the operator will periodically observe and sample for water quality. <br />The site disturbance is fairly recent, and there has not been sufficient time for erosion or transport of <br />sediment to visibly develop. Since the site is on a hill slope, with steep cut slope and fill slope, situated above <br />a road and spring, the operator must be vigilant about control and containment of all fluids, sediment, <br />stormwater runoff, and footprint of equipment disturbance. <br />The other drill site is not developed and no further temporary drill site access road has been constructed yet. <br />The general location of the other drill pad site was indicated by the operator during the inspection. <br />The bond was recently calculated, and is sufficient to reclaim the approved project disturbance.
