PERMIT #: P- 2011 -023 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: July 29, 2011 <br />OBSERVATIONS <br />This was a pre- operation inspection performed by the Division. The operator named on page one was present <br />throughout the inspection. Also present was Zeke Ward, who working with the operator to measure stream <br />flow in Rat Creek at two downstream locations. This is to establish baseline flow to determine whether there <br />is sufficient water to divert for drilling purposes. <br />There was no disturbance yet for this prospecting NOI project. The NOI was under review and had not been <br />approved at the time of the inspection. There will be three drill pad sites, two of them to be located a short <br />distance from the existing forest road, in the valley of upper Rat Creek. Access will be via temporary spur <br />roads to be constructed. Drilling will be on drill pads to be constructed. <br />The bond was calculated, based on the proposed amount and type of prospecting disturbance. The drilling <br />and reclamation activities proposed in this NOI are consistent with others filed by this operator. On August 9, <br />2011 this NOI was approved by this office. Statewide bond has already been provided by the operator, and <br />the NOI is considered adequately bonded, and activities may commence. <br />The three drill pad sites are roughly arranged in a line, extending E -W. The center drill pad site of the group <br />was staked on the ground and inspected. It is gently sloping and vegetated with subalpine grasses and forbs. <br />No weeds, erosion or other features were noted. The operator indicated the general location of the other <br />(eastern and western) two drill sites.
