DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WATER RESOURCES
Response to Reclamation Permit Application Consideration
TO: Dustin M. Czapla, Environmental Protection Specialist
CC: Division 6 Office; District 54 Water Commissioner
FROM: Karlyn Adams, Water Resources Engineer e) 1 Z 1 C 1
DATE: August 15, 2011
RE: Eagle Mine, File No. M- 2011 -029
Section 2, Twp 10 North, Rng 92 West, 6 P.M., Moffat County
Operator: Jubilee Venture, LLC
Contact: Jubilee Venture, LLC
19754 E Euclid Drive
Centennial, CO 80016
303 - 617 -1813
John W. Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
RECEIVED
AUG 1 5 2011
Division of Reclamation
Mining & Safety
CONDITIONS FOR APPROVAL
The proposed operation does not anticipate exposing groundwater through the mining pit.
Therefore, exposure of ground water must not occur during or after mining operations.
The applicant has indicated plans to use other water for: ® uses at the permit site, ® storage in the
excavated area(s), ® evaporation, ® dust control, ® water removed in the mined product, IZ
processing ❑ other: . This ground water will be obtained from an onsite well operating under
well permit no. 75141 -F.
Currently this location is not considered overappropriated, however, if this area becomes
overappropriated, augmentation will be required.
Other: Currently this location is not considered overappropriated, however, this operation may be •
subject to administration in the water rights priority system in the future. It is recommended that a
water court decree be obtained to affirm the priority of the use of water associated with this
operation. Any exposed ground water must be backfilled immediately until a well permit issued
pursuant to CRS 37 -90- 137(2), allowing the exposure of ground water in a pit, is obtained from the
State Engineer.
COMMENTS /NOTES: Well permit no. 75141 -F was issued on June 3, 2011 for the construction of a well
to pump up to 200 gpm and withdrawal up to 132 acre -feet of water per year. The uses of the ground water
from this well are limited to the uses associated with a seasonal gold placer mining operation, including
evaporation losses from a water storage pond, tailings pond, plaint open surfaces, tailings moisture loss, and
dust control, with annual depletions estimated to be 25 acre -feet. This well permit does not allow for
exposure of water in a pit. If the applicant intercepts ground water during the mining operations, a separate
well permit will need to be obtained for the exposure of ground water in a pit.
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
http://water.state.co.us
