Weather conditions were hot <br />and sunny. We arrived at the Western Fuels office at 9:30 a.m. and began the inspection with a visit <br />to the Irrigated Pasture (IP) Reference Area. We then proceeded to reclaimed IP areas, and viewed <br />salvaged and in situ topsoil on the Morgan property. The inspection concluded at 4:00 p.m. <br />following a drive to the Nucla airport to view (from a distance) the Dryland Pasture reference area. <br />Permitting Update <br />• SL -12: This bond release application was discussed at length. <br />• TR -60: The Division is reviewing this application for adequacy. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds 007 and 013 were both discharging at the time of the inspection. Pond 007 receives tail <br />water from irrigation of lands upslope of the pond, and discharges to Calamity Draw. Pond 013 <br />receives water pumped from within the pit, and discharges to Tuttle Draw. <br />• We also observed Pond 011, which has been dewatered. <br />GENERAL MINE PLAN COMPLANCE: <br />Blasting and mining operations (Photo 1) appear to be presently active in Cut 95B, on the <br />Morgan property, as illustrated on permit Map 2.05.2 -1 Estimated Area for Life of Mine - Mine <br />Plan. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• Mr. Gubka said that he had collected elevation data on the reclaimed Burbridge parcel on a 20' <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 Page 2 of 7 <br />
