Modifications to the final footprint <br /> involve the east portion of the dump. The primary modification to the final footprint has been to <br /> extend the toe of the dump eastward. This modification blends the natural terrain and the dump into <br /> a more favorable sheet water flow configuration. <br /> Reclamation plans for the West Dump are presented in the last modification of the permit— 1983 <br /> version. The final configuration presented on the attached map has been designed in accordance <br /> with the criteria given in the permit. The design blends the slopes of the West Dump into the <br /> hillside. This is based upon the sheet flow as presented by McDermid Engineering Associates,Inc. <br /> in Appendix E-4 of the 1983 revision of the permit in section 7.2.1 "Design Discharge Estimates" <br /> page 51. It is stated that all flows onto the dumps will be sheet flow with the exception of the small <br /> gulch that flows onto the East Dump. All slopes are designed 2H to IV. Slope-breaks are made at <br /> intervals of 40 vertical feet for erosion control. Each slope break consists of a nearly flat, 15 foot <br /> wide bench. The waste material will be covered with six inches of soil and be seeded. The total <br /> volume contained in the final West Dump configuration is smaller than presented in Appendix E-4 <br /> Stage 5. <br /> Sincerely; <br /> Thomas F.
