EXHIBIT E — Reclamation Plan <br />6.4.5 <br />The mining plan is to work in approximately 15 +/- acre plots. The mining will be <br />completed in each area, leaving a relative flat area on the bottom, with a 3:1 slope on the <br />outside edges of the mines areas. <br />Top soil will have been placed at the high side of the mined area in a berm, as storage for <br />reclamation of the pit. This material will be brought back and placed on the mined area <br />in a 3" to 5" layer. A dozer or scraper will be used to spread the soil as evenly as <br />possible. <br />The Natural Resource Conservation Service will layout terrace lines for use in <br />reclamation. We will utilize a road grader to build terraces. After the terraces are <br />approved, the ground will be chiseled to rough up the surface to facilitate water retention. <br />Seed will be drilled. Straw will spread on the area to reduce wind erosion. If seed is <br />broadcast, the rate of application will be doubled. Plans are to place 2 tons of clean, <br />weed free straw or corn stover per acre. The straw will be crimped in the surface to help <br />hold the soil and seed in place. <br />When possible, seeding will be one in the fall (October) or early spring (March). If <br />planting occurs in the fall, a mixture of hard red winter wheat, 30 pounds per acre will be <br />mixed in the grass seed blend. This will help establish vegetation for the grass seedling <br />to use as shelter in the early stages of growth. When planting in early spring, %2 bushel of <br />oat seed will be blended in the seed mixture for the same reason. <br />The reclamation will be geared to return the land to useable rangeland. This will require <br />2 -3 years of growth to ensure the plant reproducibility to sustain animals. The <br />surrounding land is rated at 12 to 15 acres per annual animal unit. A unit is defined as a <br />cow and calf pair. NRCS has submitted their recommendation for the types and quantity <br />of grass seeded to be re- introduced. Their recommendation is 30 -45% Western Wheat <br />Grass, 10 -15% Side Oat Grama, 10 -15% Little Blue Stem, 5 -15% Yellow Indian Grass, <br />1 -15% Big Blue Stem, 0 -10% Switch grass, and 0 -10% Green Needle Grass. The seed <br />rate indicates 5.5 pounds of pure live seed per acre. Pawnee Buttes of Fort Collins is a <br />seed vendor that we often use. <br />We plan to follow the Natural Resource Conservation Service recommendation closely to <br />ensure success in the reclamation plan. Soil test will be performed as needed to <br />determine specific soil requirements. Because of the low quality of the soil, special <br />attention will be needed in the reclamation process. <br />
