The drying reference to the 1987 data is confusing, because pages 2.04.10 -50 and 51 of the <br />permit state: "...Since no cropland was placed in production or harvested during 1987, no specific <br />yield data is available for the study area... " However, Table 2.05.4(2)(e) - shows 1987 <br />production data from 5 operators (but not Morgan), two of which have data on a 2n cutting; <br />with only operator GoForth reporting an average weight for a 3"' cutting. <br />Attachment 2.05.4(2)(e) -2 , "Summary of First Cutting Yields" reports first cutting yields of <br />irrigated alfalfa hayland in 1987 as 2 tons /ac and in 1999 as 1.91 tons /ac. OSM also notes that <br />the reported first cutting yield for Mr. Frank Morgan in Attachment 2.05.4(2)(e) -2, for <br />irrigated alfalfa hayland was 2 tons /ac in 1987 and 1.91 tons /ac in 1999. This contrasts quite <br />sharply with the 1999 first cutting yield of 4.26 tons /ac on the 21 acres of "Field 1" as <br />previously noted. <br />Attachment 2.05.4(2)(e) -3) "Estimated Yields - Farmer & NRCS Letters," contains fill -in- the -blank <br />self - certifications for first cutting yields from 3 farmers in the area. Mr. Staats reported an overall <br />average of 1.77 tons /ac of irrigated alfalfa hayland and 1.50 tons /ac irrigated pasture and irrigated <br />grass hay. Mr. Morgan reported 2 tons /ac of irrigated alfalfa hayland and N/A for irrigated pasture <br />and irrigated grass hay. Mr. Weimer reported 1.75 tons /ac irrigated alfala hayland and 1.5 tons /ac <br />irrigated pasture and irrigated grass hay. Again, all yields were noted to be for first cuttings only. <br />The attachment ends with a 24 June 1998 letter signed by Mr. Dean R. Stindt, Resource <br />Conservationist on NRCS letterhead stating, "1 have reviewed the information on alfalfa and grass <br />hay yields in the Nucla that you have obtained by surveying hay growers in that area. The 1.75 to 2 <br />tons /acre alfalfa and 1.5 tons /acre grass (first cut) generally match my experience working with <br />agricultural producers in this area and also generally match potential yields identified in the San <br />Miguel Area Soil Survey for irrigated soils in the Nucla area." <br />16 <br />
