In our view, the mine operator (Western Fuels — <br />Colorado) will be responsible for conducting the soil sampling and analysis needed to determine <br />the suitability of soil materials available on site to adequately reclaim the prime farmlands on the <br />New Horizon Mine. <br />Throughout the technical evaluation, DRMS leadership and staff have been objective and <br />professional in providing OSM with information and discussion on the citizen complaint <br />investigation.
