Peabod <br />1111 ENERGY <br />Mr. Jason Musick, Environmental Protection Specialist <br />Division of Reclamation, Mining, and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />(303) 866 -3567 X 8134 <br />RE: Twentymile Coal, LLC - Foidel Creek Mine (Permit No. C -82 -056), Technical Revision (TR11 -78) <br />— 16-Left Utility Borehole <br />Dear Mr. Musick: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of a Technical Revision to our existing approved <br />Permit for installation, operation, and reclamation of a new utility borehole installation, to be located over an <br />extension from the 16 -Left Gateroads (16LT) in our active Western Mining District (WMD). The utility <br />borehole would initially serve as a conduit to transfer concrete from the surface to the underground workings to <br />provide supplemental support for an area where elevated geologic stresses were encountered in the previous <br />longwall panel. Subsequent to this initial use, it is anticipated that the borehole would be retained and utilized <br />as a supplemental utility borehole for transfer of concrete, gravel, or other materials to the underground <br />workings for use in the WMD. The proposed facilities would be accessed from the paved County Road <br />(RCR27), using the existing access for the 17 -Left Concrete Borehole (MR11 -253), with a new light -use road to <br />the borehole pad location, as shown on Map 24 (4/4) and Figure 49Z -F1. <br />The proposed utility borehole installation will require construction of approximately 1.25 mile of new light -use <br />road from the existing 17LT access point to the borehole pad location, and construction of a new borehole pad <br />(approximately 200 x 300 ft.). The 16LT Utility Borehole installation will consist of the new light -use road and <br />borehole pad; adjacent soil material stockpiles, and the lined and grouted borehole extending into the active <br />mine workings. A total of six culverts will be installed along the light -use road to pass natural drainage under <br />the road. The proposed pad location is on the side of a small knoll, so upgradient drainage will be limited. The <br />limited amount of drainage from upgradient areas will be intercepted and routed around the borehole pad by a <br />small upgradient diversion ditch on the west side of the pad. Drainage from the small borehole pad will be <br />controlled under a Small -Area Exemption. The 16LT Utility Borehole installation will remain in -place until it is <br />no longer needed to support ongoing or anticipated future mining operations. Reclamation of this installation <br />will involve plugging and sealing the borehole, regarding the pad and road, soil material replacement, and <br />reseeding. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, configuration, operation, <br />maintenance, and reclamation of the proposed Utility Borehole installation. New and revised PAP materials are <br />identified by the attached Summary of Revisions /Additions. We would like to proceed with this project as soon <br />as possible, to take advantage of favorable conditions during the 2011 construction season.
