Peabod
1111 ENERGY
Twentymile Coal, LLC
Mr. Jason Musick, Environmental Protection Specialist
Division of Reclamation, Mining, and Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
(303) 866 -3567 X 8134
AUG 00 zoi1
Diyi.,: „„.:, r<eciamation,
Mining and Safely
29515 Routt County Road 27
Oak Creek, CO 80467
970.879.3800
July 27, 2011
RE: Twentymile Coal, LLC - Foidel Creek Mine (Permit No. C -82 -056), Technical Revision (TR11 -77)
—15 -Left Ventilation Shaft
Dear Mr. Musick:
Twentymile Coal, LLC (TC) requests CDRMS approval of a Technical Revision to our existing approved
Permit for installation, operation, and reclamation of a new bleeder shaft and rock -dust installation, to be located
over an extension from the 15 -Left Mains (15LT). The bleeder shaft would serve as an additional source for
intake air to the Mine, and the additional rock -dust installation would provide the ability to transfer rock -dust
into the underground workings at a location close to the active operations in the WMD. The proposed facilities
would be accessed from the existing all- weather road to the Fish Creek Water Treatment Facility. The rock -dust
tank will be transferred for re -use from the Moffat County Mining, LLC - Williams Fork Mines.
The proposed bleeder shaft and rock -dust tank installation will require upgrading of a short segment
(approximately 750 ft.) of an existing ranch and powerline access road from the existing Fish Creek Water
Treatment Facility Road, and construction of a new facilities pad (approximately 200 x 350 ft.). The 15LT
Ventilation Shaft installation will consist of the upgraded light -use road and facilities pad; adjacent soil material
stockpiles, a reinforced concrete shaft pad, the lined and grouted borehole extending into the active mine
workings; a lined cuttings pit, the re -used rock -dust tank, which will be mounted on four poured concrete piers;
a connecting powerline and required electrical and control equipment, that will tie -in to the existing Fish Creek
Substation (Primary Substation 3); and a dust - collection system.
A culvert will be installed on the light -use road where it crosses a small existing natural drainage. Drainage
from upgradient areas will be intercepted and routed around the facilities pad by short perimeter ditches on the
south and east sides of the pad. Drainage from the small facilities pad will be controlled under a Small -Area
Exemption. The 15LT Ventilation Shaft installation will remain in -place until it is no longer needed to support
ongoing or anticipated future mining operations. Reclamation of this installation will involve equipment
removal, foundation demolition, backfilling and grading, soil material replacement, and reseeding.
sed PAP text, exhibits; and maps, addressing the location, configuration, operation,
- f the proposed Ventilation Shaft installation. New and revised PAP materials
mary of Revisions /Additions. We would like to proceed with this project as
favorable conditions during the 2011 construction season. We, therefore,
and assistance in facilitating timely review and approval of this
rtunity to review the accompanying information, please feel free to
°bmittal materials or related matters.
