This substitute water supply plan ( "SWSP ") is a
combined replacement plan that identifies replacement sources to cover depletions from two
mine sites along the South Platte River. The required fee of $514 ($257 x 2 sites) has been
submitted (receipt no. 3650601).
This plan will replace depletions resulting from mining operations at the Bromley Lakes
site (WDID 0203049). The Bromley Lakes Pit, DRMS permit no. M- 1987 -049, was amended on
November 16, 2009 to incorporate the Ready Mixed Pit No. 1, DRMS permit no. M- 1985 -017,
into the Bromley Lakes permitted area. Therefore, for the purpose of this SWSP, the Ready
Mixed Pit No. 1 is considered to be a part of the Bromley Lakes site. The Bromley Lakes site
covers approximately 600 acres located between the South Platte River and the City of
Brighton, consisting of Erger's Pit (lined), Kenneth Mitchell Lake (lined and owned by the City of
Brighton), Bromley Lakes Cell 2 (mined and being backfilled), Bromley Lakes CeII 3 (partially
mined), Ready Mixed Pit No. 1 (completely mined), and the Arends and Reinoehl properties
(currently inactive). Mining is anticipated to commence at the Arends and Reinoehl properties in
August 2011. Kenneth Mitchell Lake, previously known as Bromley Lakes CeII 1, has been
lined and the liner was approved in April 2007. The City of Brighton obtained a storage water
right in the Ken Mitchell Lakes (which includes Cells 1, 2 and 3) in case no. 1998CW018
(2006CW222). The City of Brighton is currently responsible for any water depletions at CeII 1.
This plan will also cover depletions for the North Tower Pit (well permit no. 66131 -F, WDID
0203037), which is directly adjacent to the Bromley Lakes site. The North Tower Pit has been
completely mined out.
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303- 866 -3589
www.water.state.co.us
