That would require corrective action that would do considerable damage to excellent, undisturbed <br />forest along the canyon floor. It is far better to leave this well enough alone. <br />In short, there will not be additional spills because there will not be any additional mining at <br />the top of the cliffs to the north. In fact, the edge of the mining area to the north is scheduled for <br />grading, topsoiling, and probably seeding this coming winter. Future mining in this area will all be <br />on the quarry side of the ridge. The edge itself will be graded to a very gentle slope inward to the <br />quarry and will be 25 or more feet wide. That will provide room for establishing trees like Pinyon <br />Pine. Plant growth medium (subsoils plus topsoils) replacement on top of the loose rock and fines <br />forming the surface will be at least one foot. Therefore, this becomes a non - issue. <br />What is Left? <br />1. Seeding the bench and any other areas that are ready for seeding. Seeding of the east bank <br />will likely be kept to a minimum as the natural vegetation recovery is most desirable there. <br />Seeding there might introduce needless competition. This seeding will occur before the end <br />of summer, preferably later in August or very early September. Seeding will depend upon the <br />arrival of good moisture to rebuild the moisture in the soil. If it remains dry then seeding will <br />not occur until after the first freeze. <br />2. Introducing this feature into the permit seems to be a point of contention. Because there is no <br />need to account for future spills with an expansion of the affected land (other than a small <br />expansion at this location) and because this problem was quite small and well corrected <br />before impact on stream flows it does not seem reasonable to go completely through the <br />amendment process for 6,000 square feet of addition to an operation that has over 140 acres <br />of affected land. It seems that a technical revision along with this report, the interim photo <br />report, and numerous emails should be sufficient. If desired, a trade of 6,000 square feet of <br />land currently in the affected land boundary for this area can be made. <br />Corrective Action Completion Report Menzer Quarry M- 1976- 009 -HR 08/08/2011 Page 6 of 6 <br />
