C- 2010 -088 Fruita Loadout
3rd Preliminary Adequacy Review (MLT)
20 -Jul -2011
10(118) Page 2.05 -10 describes the proposed methods of haul road construction. What is the
type of borrow material to be used to construct embankments? The proposed lift
thicknesses of 12" may be too great to achieve the desired compaction, unless the
material includes a high percentage of cobble -sized material. AASHTO T99 is
appropriate for use with fine - grained soils. However, for road base surfacing, T180 is the
preferred method.
Certain additional details were incorporated with the Apr -2011 response, but a number
of questions remain regarding design and construction of the haul roads. These
questions are itemized elsewhere in this adequacy review.
Miscellaneous Corrections
11 (43) .Item resolved with CAM's April 2011 response.
12(44) Item resolved with CAM's April 2011 response.
13(45) Item resolved with CAM's April 2011 response.
NEW ITEMS (as of 25 -May -2011)
2.03 Right of Entry
1 i. In 2.03.6, a general description of the proposed permit boundary is provided. PIease provide
the total acreage of the proposed permit area.
Text was added to page 2.03 -6, giving the currently requested area as 222.7 acres. Item
resolved.
1j. The permit boundary was modified for the Apr -2011 response to include the Construction
Material Borrow Area, located on land owned by Tavistock. Does CAM have a lease for
this parcel? Please include any lease in Exhibit 1.
A Right of Entry Agreement with Tavistock has been provided for Exhibit 1. (The
agreement expires on December 31, 2012.) Item resolved.
lk. It appears that the western boundary of the permit was also adjusted with the Apr -2011
response. In CAM's next response letter, please address any changes to the original
boundary that have been proposed, along with any associated adjustment to the total permit
acreage.
The original application and public notice covered 217.1 acres, while the current permit
application encompasses 222.7 acres, a net increase of 5.6 acres. (Mike, I don't know if
this increase in acreage presents a problem, or not.)
11. In the second paragraph of 2.03.6(1), please add language to the effect that the 30° easement
is for Haul Road #1 and crosses property owned by Fruita Development, LLC.
Language regarding the easement was added to page 2.03 -6. Item resolved.
