The second quarter 2011 Discharge <br />Monitoring Reports were received by the Division on 28 June 2011; the reports cover the time period <br />from 01 April2011 through 30 June 2011. <br />All outfalls permitted under COG - 0048275 discharged during the second quarter 2011. A total of five <br />exceedances of effluent limits were noted for Outfall 002 and Outfall 004 combined, the 30 -day <br />average selenium standard of 4.6 ug/1 was exceeded at Outfall 002 on April 20 (5 ug/1), May 5 (11 <br />ug/1) and June 16 7 ug/1 and at Outfall 004 on My 16 (8 ug/1) and June 13 (8 ug/1). <br />The record precipitation and runoff that occurred in Routt county is a possible contributor to the <br />increase in selenium. <br />It is noted that based on a Memorandum of Understanding between the Division of Reclamation, <br />Mining and Safety and the Water Quality Control Division (WQCD), the WQCD will be responsible <br />for enforcing CDPS permit conditions including the above referenced exceedances. <br />Thank you for the timely submittal. <br />If you have any questions feel free to contact me.
