3. Reclamation activities at the West End Gravel Pit appear not to have progressed since 2002. <br />Seeding was to be done in 2003 but the annual reports note for several years it was not done <br />or ever. The Division is requesting that West End submit a schedule to either reactivate the pit <br />or begin full site reclamation this fall. Please note that issue #1 must be clarified first. <br />4. The Division is requiring a Technical Revision to add a weed control plan in developed with the <br />help of Montrose County Weed Control to address knapweed and tamarisk. The West End Pit, <br />Weimer #1, and Weimer #2 all had noxious weeds observed during inspections on the 19 A <br />Revision for each one will be required but may be a duplicate control plan if approved by the <br />County. <br />5. The financial warranty for this site has not been updated since 2002. The Division will update <br />the financial warranty separate from this correspondence for this and the Weimer pits. Please <br />be aware that costs for seed and fuel alone may dictate a sizeable increase. If West End <br />decides to develop a reclamation plan as requested instead of reactivate the West End Pit the <br />Division will give time to complete an approved plan before recalculating the liability. That <br />way all earthwork and seeding done can be accounted for and it may result in a decrease <br />rather than increase. <br />The Division wants to make clear the choice of reactivation or reclamation of the West End Pit is West <br />End Gravel's business decision but it is dependent upon access rights. Without access neither can be <br />accomplished and it ties the Division's and West End Gravel hands. Staff recommends. to West End that <br />they consider doing Technical Revisions to all their sites putting them into Intermittent Status. This <br />notes that a site may operate less than 180 days a year but will be maintained in accordance with <br />reclamation standards outlined in Rule 3.
