The decision date for TRO3 is currently August <br />24, 2011. While we support this revision to minimize the exposed groundwater liability for the site, the Division <br />requires the following additional information for review prior to the approval of this TR. <br />1) The request for TRO3 states that the lining of the east reservoir was "designed, as well as observed and <br />compaction tested, under the direction of a Colorado Registered Professional Engineer (PE) with full <br />documentation and records." Will this also be done for the lining of the west reservoir? No liner design <br />information was provided with the TRO3 request. To be eligible for the 20% bonding option, the lining of <br />the west reservoir will need to adhere to the same design and QA /QC standards as the east reservoir. <br />Please provide this information to the Division for review. <br />2) The map provided with the TRO3 request does not show the compacted clay liner for the west reservoir <br />keyed into competent bedrock as the liner for the east reservoir was. This could adversely affect the <br />liner's chances of passing the required SEO leak testing process. Please explain why the liner for the <br />west reservoir would not be keyed into competent bedrock. <br />This concludes the Division's preliminary adequacy review for TR03. Please submit the required information and <br />any required map revisions to the Division by August 19, 2011. This letter shall not be construed to mean that <br />there are no other technical deficiencies in your TR request. Other issues may arise as additional information is <br />supplied. Please remember that the decision date for this revision is August 24, 2011. If you are unable to provide <br />satisfactory responses to any inadequacies prior to this date, it will be your responsibility to request an extension of <br />time to allow for continued review of this request. If there are still unresolved issues when the decision date arrives <br />and no extension has been requested, the TR request will be denied.
