July 26,2011 C-1981-012/New Elk Mine JDM
was holding a small amount of water at the east end. The primary and emergency spillways were stable with no
problems noted. The pond is fenced and the embankments displayed minimal vegetative growth due to the recent
construction of the pond. Pond 008A is the RDA pond and was dry at the time of the inspection. The
embankments were stable and the primary and emergency spillways had no problems noted. Pond 007A was
holding water and the primary spillways valve was closed. The pond embankments were stable and no problems
were noted. Pond 006A was holding water at the time of the inspection. According to Bobby Steele of NECC,the
pond is scheduled to be lined and fenced. No problems were noted. Pond 004A was holding a small amount of
water. The pond embankments were well vegetated and stable with no problems noted with the primary or
emergency spillways. All ponds were functioning as designed with no problems noted with the exception of the
following:
-Pond 004A is delineated on Map I as being removed. This is incorrect and all maps that delineate Pond 004A
as being removed will need to be revised to reflect the most up-to-date information.
All ditches and culverts throughout both the mine site and the Jansen I-oadom off site facility were stable and in
compliance with no problems noted with the exception of the following:
- The RDA containment ditch displayed several low spots along the entire ditch. These low spots will need to be
maintained to ensure proper flow direction and containment throughout the length of the ditch.
-Displacement of rock rip rap on the east down drain of the RDA fill has occurred. This displacement has caused
down cutting between benches 3 and 4 and immediately next to and below bench 2. The down drain will need to
be reestablished to ensure that no further down cutting is occurring.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 11
