Abstract <br />As authorized by the Little Snake Field Office of the Bureau of Land Management <br />(BLM), Grand River Institute (GRI) conducted a Class III cultural resource inventory for the <br />proposed Eagle Mine project in Moffat County, Colorado, for Jubilee Venture, LLC. A <br />prefield check -in and files search occurred on the 7 of July 2011,'and field work was <br />performed on the 7th and 8th of July 2011. A total of 40 acres of BLM managed lands was <br />subjected to intensive inventory. This project was conducted by Carl Conner (Principal <br />Investigator), Barbara Davenport, Lucas Piontkowski, and Courtney Groff. <br />The mining method to be employed within the permit area' (approximately 14 acres) is <br />"open cast ". The area will include a plant site, a place for water storage and another for <br />temporary tailings storage while the remainder of the permit area will be broken up into strips <br />called "panels." These strips are 80 ft. wide and parallel to the ;west side of the permit area <br />until the shape of the permit area imposes modification. The topsoil and overburden stripping <br />will be done with a bulldozer assisted by a front end loader to move stripped material back <br />onto an adjoining panel and out of the way where it will be stockpiled in windrows pending <br />reclamation. Nominally, 1 panel plus around 70 feet of another panel will be mined in a <br />season, May 1 to October 30th. An 80 ft. wide strip along the south edge of the permit area <br />provides for a roadway access to almost all the other panels. Eachpanel will be mined to its <br />end after stripping the topsoil back for storage in windrows on the adjoining panel and doing <br />the same with overburden although it doesn't appear that there will be any overburden but <br />perhaps interburden between two gold bearing horizons. If a panel plus will be mined each <br />year, the operation will last about 10 years. <br />The inventory was undertaken to ensure the project's compliance with Federal and <br />State legislation governing the identification and protection of cultural resources. The <br />purposes of this investigation were to identify cultural resources within the areas likely to be <br />affected by proposed mining operation, to evaluate these sites' eligibility for listing in the <br />National Register of Historic Places, and to make management recommendations for those <br />determined to be eligible or potentially eligible. <br />Literature reviews for known cultural resources in the project area were made through <br />the BLM Little Snake Field Office and the Colorado Historical Society's Office of <br />Archaeology and Historic Preservation. These searches indicated that one previously <br />recorded site (5MF6447) is within the present inventory area. The site was revisited and <br />reevaluated with the present project. , <br />No newly discovered resources were located as a result of the inventory. The <br />revisited site (5MF6447) has previously (2007) been declared of1c ally not eligible for listing <br />on the National Register of Historic Places by the State Historic Preservation Officer. The <br />site lacks integrity, and is not eligible under Criteria A, B, C or D; no further work is <br />warranted. Accordingly, archaeological clearance is recommended. <br />ii <br />
