There was no operator representative <br />present during the inspection. Weather conditions were sunny and wane. Ground conditions were dry. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4, Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Site Sedimentation Ponds including 6, 8, 9, 10, and l lwere inspected. All of these ponds were dry except for <br />Pond 8 which had a significant amount of water in it from recent precipitation. All pond embankments, inlets and <br />discharge structures were stable and no problems were noted at any of the sediment pond locations. The Colorado <br />River is still flowing higher than normal due to substantial snow pack melt and spring runoff Some of the flow <br />has backed up into the lower end of Coal Creek. The upper stretches of Coal Creek were dry. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization, Placement: <br />The CRDA -1 and CRDA -2 waste piles were inspected and both waste piles appeared to be stable. Overall the <br />reclamation looks good at both of these refuse disposal sites. The lower terrace drains and diversion ditches at <br />CRDA -1 and CRDA -2 were inspected and found to be stable and dry. There were no areas of instability or <br />erosion identified at either of these refuse disposal areas and no problems were noted. CRDA -1 has good <br />vegetation establishment. The vegetation reestablishment was not as successful on CRDA -2. Heavy cheat grass <br />cover and poor perennial grass establishment is evident on the lower terraces of the CRDA -2 site.
